MTA Eastside Access

August 2017-December 2017 and February 2017 – Present

Ruzow & Associates is part of the Integrity Monitoring teams chosen to monitor, on a task order basis, the Eastside Access project.  East Side Access project is intended to provide new Long Island Rail Road service to the east side of Manhattan, supplementing existing service to Penn Station on Manhattan’s west side and Atlantic Terminal in Brooklyn. The East Side Access megaproject is one of the largest transportation infrastructure projects currently underway in the United States The project encompasses work in multiple locations in Manhattan, Queens and the Bronx and includes more than 8 miles of tunneling.  Among other things, Ruzow & Associates investigators interview workers to confirm compliance with wage requirements on the project.

Javits Convention Center

Ruzow & Associates is part of the integrity monitoring team for the $1.5 billion expansion of the Javits Center, New York City’s largest events space.  The Lend Lease Turner joint venture will develop the expansion of Javits under the design-build delivery method.  Renovations will add 90,000 square feet of exhibition area, a 55,000-square-foot ballroom, 45,000 square feet of meeting rooms, an outdoor events pavilion that can hold up to 1,500 people, and a 6.75-acre green roof. In all, the new and old buildings will host a combined half-million square feet of exhibition space.  The monitorship includes MWDBE compliance, prevailing wage compliance, contract compliance, and the creation of policies and procedures for minimizing fraud waste and abuse on the projects.

Moynihan Train Hall Expansion

Ruzow & Associates is part of the integrity monitoring team for this $1.6 billion expansion project.  This P3 project is being developed by the developer-builder team of Related Companies, Vornado Realty LP, and Skanska USA.  Construction on the new train hall is expected to be completed by 2020.  The monitorship includes MWDBE compliance, prevailing wage compliance, contract compliance, and the creation of policies and procedures for minimizing fraud waste and abuse on the projects.

School Construction Authority

Ruzow & Associates was engaged to monitor the renovations of three schools by a specific general contractor.  Ruzow & Associates is responsible for reviewing contract documents for applicable state and federal rules; meeting with the general contractor and all subcontractors on the Project regarding their sign-in/sign-out procedures, payroll methods, and applicable prevailing wage rates; reporting to the OIG regarding compliance with the project requirements; perform monthly payroll compliance; perform monthly site visits; MWBE vetting  and compliance reviews; and providing quarterly reports to the SCA OIG.

Newark Liberty International Airport Terminal A Redevelopment

Ruzow & Associates is part of the Integrity Monitoring team for the Newark Liberty International Airport Terminal $2.4 billion project that will result in a a complete overhaul of the 44-year-old terminal.  The Program will replace the Existing Terminal A building with a new terminal building (the “New Terminal”), construct a new roadway access network, develop the airfield to serve the new terminal building and provide for a parking garage at the front of the terminal building (the “New Terminal Parking Garage”). Ruzow & Associates investigators ensure compliance with project requirements for the project.

Moxey Rigby Apartments, Freeport, NY

Ruzow & Associates was engaged to review contract documents for all applicable state and federal rules; meet with the general contractor and all subcontractors on the Project regarding their sign-in/sign-out procedures, payroll methods, and applicable prevailing wage rates; communicate with applicable government entities regarding the Project requirements; perform monthly payroll compliance audits including: reviews of all sign-in/sign-out data for the Project, certified payroll records and any other documentation submitted in connection with labor and payroll; site visits; wage compliance related interviews of individual working on the project; assistance with the elation system; MWBE training, review of all monthly MWBE and Section 3 submittals, vetting of MWBE firms, and MWBE compliance reviews.

Javits Convention Center Procurement Monitorship

Ruzow & Associates was engaged by K2 Intelligence as their WBE partner for the Monitoring of the Design Build Procurement Process associated with the $1 billion dollar Javits Center expansion project. Responsibilities included: (i) Process Evaluation: Ensure that procurement process incorporated best practices to achieve process transparency, auditability, integrity, confidentiality, competitiveness, fairness and security; (ii) Process Enhancements: Make recommendations for enhancement to improve process as necessary; and (iii) Compliance Monitoring: Monitor implementation of process controls to ensure compliance.

2065 Walton, Bronx, NY

2065 Walton is a $30.6 million project financed under Mayor de Blasio’s Housing New York: A Five-Borough, 10-Year Housing Plan which aims to create and preserve 200,000 units of affordable housing and has received additional financial support from HPD and other sources. The project is subject to the Davis Bacon Act and therefore prevailing wage rules are in effect. The scope of Services set forth pursuant to the engagement include: meeting with the construction manager and all subcontractors on the Project regarding their sign-in/sign-out procedures, prevailing wage rules and requirements, and payroll methods; communication with HPD regarding the Project requirements; monthly payroll compliance audits including: reviews of all sign-in/sign-out sheets on the Project, certified payroll records and any other documentation submitted to HPD in connection with labor and payroll; Project site; and random monthly employee interviews.

Former Haynes & Co. Flagship Department Building, Newark, N.J

Ruzow & Associates was engaged to perform prevailing wage monitoring of labor and payroll of a contractor working on the former Haynes & Co. flagship department building in Newark, N.J. The $174 million project repurposed the landmark structure as a dynamic multipurpose venue, with retail space, a mix of affordable and market-rate housing, and a new arts and cultural center for Rutgers University. The scope of Services set forth pursuant to the engagement included: interview/meeting with the owner of the construction company and his book keeper regarding the companies sign-in/sign-out procedures and payroll methods; monthly payroll compliance audits including: reviews of all sign-in/sign-out sheets on the Project, certified payroll records and any cancelled payroll checks; random bi-weekly Project site visits; random employee home visit/interviews; and relevant reporting. R&A was retained in November 2015 and completed the monitorship in June of 2016.

IMPACCT and Marcus Garvey Village, Brooklyn, NY

Ruzow & Associates was engaged at the request of L&M Development by a contractor to provide independent monitoring services in connection with any and all contracts between the contractor and L&M Builders Group, LLC, including but not limited to the fifty-seven properties that comprise “IMPACCT Brooklyn,” and Marcus Garvey Village, 353 Chester Street, Brooklyn, New York. The scope of Services set forth pursuant to the engagement included: (i) review of existing payroll and time and attendance procedures and record keeping; (ii) monitoring of time and attendance record keeping, employee classification and payroll; and (iii) providing written reports to L&M Builders Group, LLC regarding all of the foregoing. R&A served as an independent integrity monito, in that in the event that of the identification of any criminal or other improper conduct, R&A reported its findings to L&M Builders Group, LLC. without notice to the contractor. R&A used ExakTime time and attendance technology on this monitoship.

Port Authority of New York and New Jersey

Ruzow & Associates, Inc., was engaged to perform independent auditing services in connection with the Independent Auditor Agreement (“IAA”) between a contractor and the Port Authority of New York and New Jersey (“PANYNJ”). The scope of services set forth pursuant to the engagement included: the development and implementation of a Minority, Women and Disadvantaged Business Enterprise (“MWDBE”) Corporate Compliance Policy, specific recommendations with regard to MWDBE utilization practices, training associated with the policy, an audit of any current MWDBE policies, practices and compliance measures, site visits for all M/W/DBE suppliers being utilized by the contractor as well as interviews with current and newly hired M/W/DBE subcontractors and suppliers to ascertain legitimacy and periodic written reports to the PANYNJ regarding the foregoing.   This engagement was initiated in August 2014 for a period of three years.
